None of the four names associated with the business registered to Williams appear in a Davidson County business license search. Health department personnel instructed Williams to submit design plans for the mobile hot tub and apply for a public pool permit when Williams came to the health department unannounced on April 12, , according to the health department.
MPHD Environmental Health Bureau Director Hugh Atkins inspected the trailer outfitted with the mobile hot tub and provided Williams with a detailed list of items requiring correction for permit approval. Williams never returned, according to the lawsuit. As of Aug. Health department field workers spotted Williams operating the mobile hot tub in Sept. Williams replied that he is exempt from the permit requirement because his hot tub falls 50 gallons short of the "minimum capacity" for a public pool.
No such exemption exists, according to the lawsuit, which was first reported by Nashville Scene. Why the health department waited until August of this year to take action is unclear. The vehicle has been a regular sight in Nashville's downtown entertainment district since April , and has appeared in news coverage across multiple outlets as well as social media.
